A list of SEO techniques that work:
1. Build a site with good content.
2. Use a smart internal linking structure with keywords in the anchor text.
3. If the site is not a message board or blog, try adding one. This gives you more content and more links to your other pages. It also let's you join Digital Point's free coop advertising exchange network. Any site that supports PHP can join but sites using vBulletin, phpbb, movable type, blogger, and maybe another that I'm forgetting get specific instructions on how to install.
4. Buy directory links.
5. Have your own directory (I like WSNlinks) to make exchanging links easier.

Let's say you buy 10 directory links with $200 (normally not that cheap), how much can 10 links help your ranking? - little, and how much percentage is $200 in your income? - probably not little for most websites.
By the way, my favorite directory is wowdirectory.com - free and quick response. Also apply as an editor at web-beacon, skaffe and joeant.
Don't forget that this is a long term investment. If I could pay 200 bucks for 10 permanent PR 5 links I would do it in a second. Like you said it's more expensive than that...
And these 10 PR 5 links ought to help more than the PR 3 site you buy...
